Nudist censorship on tv and movies?

I've seen a lot of butts both in movies and on tv, and boobs in movies and on a few less regulated tv stations, but why are they so afraid to show whats below the belt? I've only seen a real penis once, in an 80s movie, but I've never seen them show a vagina. Why?
